Challenges Continue for Aid Distribution in Gaza's Urban Center Despite Ceasefire
While the border entry point with Egypt becomes operational in the coming days, relief agencies encounter significant challenges distributing aid to Gaza City, the area hardest impacted by hunger, analysts state.
Transportation Issues
Primary highways are almost impassable due to massive destruction across the conflict-affected area – or remain under the control of military units. Any transport that malfunctions is almost certainly instantly looted.
The primary crossing, the main entry point to the northern territories, destroyed during multiple years of fighting, has been inactive for several weeks, and government representatives have notified aid groups in Gaza that there are no current intentions to reopen the entry location, per reports from humanitarian staff.
Devastation in Gaza City
The northern urban center was the objective of a large-scale military operation begun in August that was continuing when the peace agreement was signed a week ago.
Destruction in the northern region has been extensive, with whole settlements including urban centers and neighboring towns in ruins as well as many of the surrounding regions of the urban center.
"Any opening of a crossing into Gaza is positive, but we need to make sure we can access populations where they are," stated a senior director from a relief agency.
Relief Circumstances
Witnesses said many of the roughly 300,000 people who have gone back to the northern region from the densely populated southern area where they had been living during the Israeli offensive were now "staying" among the destruction of their homes, often without any shelter and with insufficient nutrition or hydration.
A spokesperson from an international organization said the destruction in northern Gaza was "devastating".
"We see street after street, structure after structure ... there is urgent requirement for clean water. The situation is dire. We require each access route open," the spokesperson, who was in the urban center in recent days, stated.
Limited Distribution
A local director working from Gaza City said the requirements in what used to be the area's active economic and community focal point were "immense".
"People have this optimism and optimism but there needs to be rapid progress on the access routes. There has been no substantial progress on the ground yet," the director commented.
"We are still getting a insufficient volume of aid [and] we are now commencing to understand the extent of destruction. So many streets are overwhelmed by rubble ... there is hardly any residence that is safe. There is damage and unexploded bombs across the region."
Ongoing Progress
On Saturday, relief groups said modest volumes of essential fuel reached Gaza for the first time in multiple months, along with shipments of wheat, cereal and produce. The additional resources sent prices in markets falling.
At a mid-region location, a community member said there had been noticeable change since the peace agreement.
"Commercial areas are containing products, fresh goods, and fruits, although the rates are remaining elevated and not accessible for everyone," the resident stated.
Colder Months Requirements
"The crucial necessities at present, particularly given the coming of winter, are to have a tent to shelter us from the cold weather and winter clothes because the shops do not have adequate garments for us or, if they exist, they are very few and very expensive."
Several organization-assisted bread-making centers in central and southern Gaza have restarted operations since the ceasefire.
Aid Delivery
Transport were stated to have entered the border access point via the eastern border to Gaza during Wednesday, though exact numbers were uncertain.
Israel's public broadcaster reported that Wednesday's aid deliveries would include edible goods, medical supplies, fuel, propane and materials to repair vital infrastructure.
"Assistance resources keeps coming into the Gaza territory through the humanitarian corridor and alternative access points after security checks," an government spokesperson said.
Distribution Complications
But counting the quantity of vehicles could be inaccurate, warned a specialist from a relief agency. "We must determine the contents of the transports and their loading status for it to be a truly significant measurement," the representative added.
Commercial operators are sending fleets of transports loaded with sweets, fizzy drinks and light food, which have minimal health benefits, while critical care for young people or individuals who have been without proper sustenance for two years are limited.
Treatment Situation
In Gaza City, only few healthcare facilities are functioning, compared with numerous in July.
Numerous organizations have substantial resources worth of supplies stockpiled in the region pending distribution. A humanitarian body supporting the population across the area for a long time has three months' worth of sustenance for the entire population ready to be delivered.
"We maintain the resources, the instruments and the skills ... we only require the entry," said one aid worker, who recently came back from Gaza.
Diplomatic Factors
A diplomatic framework specifies that "complete" support should reach Gaza and be distributed through humanitarian bodies and the Red Crescent, without interference from any military groups or national security.
This likely prohibits the disputed government-supported aid group which commenced activities in spring, resulting in uncontrolled circumstances and hundreds of deaths as numerous individuals congregated around its aid locations.
